The Municipal Engineering Office is primarily responsible in the administration and implementation of all government infrastructure projects including the preparation of all detailed engineering designs, field surveys, cost estimates, plans, and specifications.

The Municipal Engineer is also mandated to act as the Local Building Official. As such, she shall be responsible in the enforcement of the provisions of the National Building Code (PD 1096) and its IRR, such as, but not limited to the administrative control and/ or supervision of all activities relating to the processing & issuance of Building Permits and Certificates of Occupancy covering the construction, addition, repair, renovation and/or demolition of buildings/structures within the locality.


Objective

  1. To initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the local government unit;
  2. Advise the Mayor in infrastructure, public works and other engineering matters;
  3. Administer, coordinate, supervise and control the construction, maintenance, improvement and repair/rehabilitation of public buildings, roads and bridges and other engineering and public projects of the local government;
  4. Provide engineering services to the local government unit concerned including technical investigation and survey, engineering design, feasibility studies and project management;
  5. Strict and impartial enforcement of the provisions of Building Code and its IRR, as well as circulars, memoranda, opinions and decisions/ orders issued pursuant thereto;
  6. Accomplish other duties and task of the Building Official as may be assigned by the DPWH Secretary from time to time;
  7. To exercise other powers and performance of such other duties and functions as may be prescribed by law or ordinance.

About the Service

A BUILDING Permit is required prior to construction, erection, alteration, major repair, or renovation or conversion of any building/structure owned by government or private entities.

The permit becomes null and void if work does not commence within 1 year from the date Of such permit, or if the building or work is suspended or abandoned at any time after it has been commenced for a period of 120 days.

  • The number of copies indicated above already includes the requirements for securing a Zoning Clearance (from the Municipal Planning and Development Office) and a Fire Clearance (Bureau of Fire Protection)
  • For commercial and industrial buildings, provide one (l) set of building plans and documents for submission to the Environment and Natural Resources Office
  • For industrial buildings, provide additional 4 copies of electrical and mechanical plan, specifications and bill of materials and cost estimates for submission to the Department of Labor and Employment.
  • If all the clearances have been secured, the rest of the other documents indicated above are required to be submitted to the office of the building official:

To facilitate processing, please take note of the following before submitting the plans and other requirements above to the MEO

  • Requirements of the National Building Code.
  • Requirements of the Referral Codes [Architectural Code, Philippine Electrical Code (PEC), Revised Plumbing Code, Structural Code [NSCP], Mechanical Engineering Code [PSMEI).
  • Laws and Municipal Ordinances affecting the design/project
  • Compliance with BP 344 (Accessible Law) shall be indicated in detail on plans for commercial, institutional and public buildings.
  • If setback/yard requirements are not met on the side and at the back/rear then a firewall (strictly no opening) extending up at least 1 meter from the roof level shall be provided. It shall be indicated on the site development plan with owner’s conformity.
  • Grease Traps/Oil Separator shall be provided for hotels, restaurants, eateries, terminals, gasoline stations, auto repair shops, bakeries and other similar establishments.
  • All revisions/additions made in the plans shall have an acknowledgement from the designer.
  • Special Power of Attorney shall be provided if the owner is not the signatory in all application forms, plans, and documents
  • All application forms and letters must be properly filled-up with all the necessary information available.

    Securing a Certificate of Occupancy

    About the Service

    That no building/structure shall be used until the building official has issued a Certificate of Occupancy therefore as provided in the code. However, a Partial Certificate of Occupancy may be issued for the use/occupancy of a portion or portions of a building/structure prior to the completion of the entire building/structure.
